Welcome. The fact that you’re here means you made a decision — and that decision matters. Phoenix House exists to give that decision a structure to stand on.
Phoenix House is a structured sober living community built on Accountability, Peer Support, Recovery, Hospitality, Structure, Personal Growth, and Community. We believe recovery works best when people stay connected, participate fully, and hold each other accountable in an environment built for that purpose.
Phoenix House is more than housing. It is a recovery-focused community designed to help you build a stable, productive, sober life.

The Phoenix House Culture
Phoenix House operates using NARR-aligned recovery housing principles, the Social Model of Recovery, peer accountability, servant leadership, and hospitality-centered operations.
We believe the environment is part of recovery. That means cleanliness matters, honesty matters, and how we treat each other matters. Every resident is expected to be honest, stay accountable, accept feedback, and actively work on their own growth.
New Residents
Orientation
All new residents must complete an Application, License Agreement, Orientation, House Introduction, and Move-In Process before moving in. If you have questions at any point, reach out at (208) 918-8200.
Your First 30 Days
The first 30 days are the most critical. Use them to build habits, build relationships, and build trust.

House Rules
Sobriety
⚠️ Zero Tolerance
Phoenix House is an abstinence-based sober living environment. The use, possession, or distribution of alcohol, illegal drugs, or unauthorized substances is strictly prohibited. Residents may be subject to random, scheduled, or suspicion-based UA testing. Refusal to test is treated as a positive result and a rule violation.

Approved exceptions: work, verified obligations, recovery activities, approved sober events. If you are running late, call or text (208) 918-8200 immediately.
Rent & Fees
Payment
Rent terms, amounts, and due dates are outlined in your signed License Agreement. Rent is due on time, every time. If you are experiencing a financial hardship, communicate with management proactively — do not wait until you are behind. Contact (208) 918-8200 to discuss your situation.
Chores & Cleanliness
Every resident is responsible for contributing to a clean, organized home. The condition of the house reflects the culture of the house.
Daily Expectations
- Make your bed
- Keep your room clean
- Remove trash regularly
- Clean dishes immediately
- Keep bathrooms sanitary
- No food left out
Laundry Rules
- No laundry started after 8:00 PM
- Last load completed by 10:00 PM
- Do not leave laundry unattended
- Clean dryer lint screens after use
Guest Policy
Guests are a privilege, not a right. All guests must follow house rules, may not be under the influence, may not possess drugs or alcohol, and may not stay overnight.

Peer Council and management reserve the right to deny or terminate any visit.
Technology & Phones
Tech Guidelines
- Phones must be silenced during house meetings
- No phone calls in common areas after quiet hours
- Streaming, gaming, and phone use must not interfere with sleep schedules or house routines
- Do not share house Wi-Fi credentials with guests
Bedroom & Privacy
Residents may not enter another resident’s room without explicit permission. Respect for privacy, boundaries, and personal space is non-negotiable.
Vehicles & Parking
Vehicles
- All vehicles must be registered with management
- Park only in designated areas
- Vehicles must be insured and legally registered
- Vehicles may not be used to transport prohibited substances or unauthorized guests
Recovery Expectations
Phoenix House is not just a place to sleep — it is a recovery environment. Active participation in your recovery is required.
Recovery Activities
- 12-step or alternative recovery meetings
- Outpatient treatment (if applicable)
- Counseling or therapy
- Sponsorship / mentorship
- Probation / parole requirements
Community Participation
- Attend and participate in house meetings
- Support fellow residents
- Avoid isolation — connection is protective
- Engage with Peer Council
Relapse & Peer Council Response
⚠️ If a Relapse Occurs
A relapse is a serious event. Phoenix House’s response is guided by the Social Model of Recovery and NARR standards — the goal is safety, accountability, and if possible, continuation of recovery. The following process applies:
Step 1 — Report & Safety
- Report to house manager or Peer Council immediately
- Safety of the resident and the house comes first
- If the resident is impaired, call (208) 918-8200
- If there is a medical emergency, call 911
Step 2 — Peer Council Review
- Peer Council meets to review the incident
- Resident has the opportunity to speak
- Circumstances are considered (self-report vs. discovery)
- Management is notified for all relapse events
Step 3 — Decision
- Outcomes range from a recovery plan to administrative discharge
- Self-reporting is always viewed favorably
- Re-admission may be possible after treatment
- No clinical or diagnostic decisions are made by staff
Step 4 — Documentation
- Incident is documented in resident file
- Sobriety Hub entry recorded
- All actions are taken with the resident’s dignity intact

Honesty and self-reporting are always viewed more favorably than discovery. If you are struggling, reach out before it becomes a crisis. That is what this community is for.
Peer Council
Phoenix House uses an elected Peer Council leadership model. Peer Council members are residents who have demonstrated stability, accountability, and commitment to the community.
Peer Liaison
Communication, onboarding support, and resident integration.
Peer Supervisor
Chores, accountability, and operational standards.
Peer Representative
Resident support, conflict assistance, and check-ins.
